Guardiola insists he is happy with his current Manchester City squad.
The club have spent over £200m this summer and had an £18m bid rejected by West Brom for defender Jonny Evans on Friday whilst they continue to be linked with Arsenal's Alexis Sanchez.
Bernardo Silva, Kyle Walker and Benjamin Mendy are some of City's high-profile summer signings and Guardiola maintains that he is content if his side make no additional signings before the deadline on August 31st.
"We try to build the best squad as possible for the long season. We are going to see how the market finishes," he said.
"If we have to stay with the players we have right now we are happy, if someone comes we are happy too."
The former Barcelona boss oversaw his side achieve an opening day 2-0 win over newly-promoted Brighton last weekend and he believes that the club will do all it can to improve the squad.
"I know how good the club works since I've arrived here and we try to do our best, sometimes it's possible, sometimes not," he added.
"Every season I start I always believe my players are the best, but we talk with the club, with the sporting director Txiki [Begiristain], with all the players. Everyone has their own opinions and after that we decide what is best to make our club stronger."
